These youths should be engaging in sports in the park and getting ready for their exams, not servicing trafficking gangs in situations we know entail being tied up, physically and sexually assaulted, and disciplined by being deprived of meals."

Policy Shifts and Persistent Problems

In December 2023, following a protracted judicial process relating to unaccompanied minor refugees disappearing from all designated facilities, the custom of routinely accommodating children in hotels was ruled unlawful.
